If you live in Alabama’s Baldwin or Mobile counties and have had trouble getting homeowners or property insurance, the Alabama Fair Access to Insurance Requirements (FAIR) Plan may be able to help.

This program gives people a way to get basic property insurance coverage when regular insurance companies won’t insure their home or business—often because it’s considered “high risk.” The FAIR Plan is managed by the Alabama Insurance Underwriting Association (AIUA) and helps ensure that homeowners in Baldwin and Mobile counties have access to essential protection for their property.  

What kind of insurance can I get from the FAIR Plan?  

You can apply for two basic types of insurance through the Alabama FAIR Plan:  

  • Dwelling policy (for homes): This is basic property insurance that helps protect a house or building you own—especially if it is a rental or does not qualify for regular homeowners’ insurance. Under the Alabama FAIR Plan, homeowners are provided with wind, hail and hurricane coverage, and in limited circumstances, fire and extended coverage. Coverage for floods is not covered under AIUA’s policies. If the property is in a flood zone, the AIUA requires that flood insurance is purchased separately and equal to your FAIR Plan coverage.  

  • Commercial policy (for businesses): The AIUA provides a commercial wind-only policy. Note that this policy only covered wind-related damage, no other perils. 

Who can get help from this program?  

To qualify for Alabama’s FAIR Plan insurance, you must own a home in either Baldwin or Mobile County and your home or property must be considered high risk. High risk could mean:  

  • It’s located in an area or condition where insurance companies may refuse coverage due to risks, such as older construction, prior claims, or severe weather exposure.   

  • The neighborhood has high crime, including break-ins or vandalism.  

  • The property is very old and has old wiring or plumbing that can be unsafe.  

  • You have been unable to get coverage in the regular insurance market.  

  • You have filed multiple insurance claims already (especially big ones).  

  • Home must be a “qualified property” meaning it is residential, meets building codes, and is not used for farming, or illegal activities.  

Alabama FAIR Plan insurance will not cover: 

  • Vacant properties or properties owned fully or partly by any government. 

  • Properties in flood zones A or V unless they have separate flood insurance. 

  • Properties in Coastal Barrier Resource Act areas unless they have proper flood insurance. 

  • Mobile or manufactured homes used for business. 

  • Any building or structure (and items in it) that sits on or over water.
