What are the Austin Customer Assistance Program (CAP) Utility Bill Discounts?

The City of Austin’s Customer Assistance Program (CAP) Utility Bill Discounts help residents with low or fixed incomes lower their utility bills. If you qualify, you could save an average of $560 a year on utilities like water and electricity. Discounts are available for people who are enrolled in certain government assistance programs or meet income limits.

Am I eligible for CAP Utility Bill Discounts?

To qualify for the City of Austin’s CAP Utility Bill Discount, you must be an Austin resident and either:

  • Be enrolled in a qualifying assistance program like Medicaid, SNAP, CHIP, or SSI, or
  • Have a total household income less than 200% of the Federal Poverty Level

How do I apply for CAP Utility Bill Discounts?

You can apply for the CAP Utility Bill Discounts in several ways.

Keep in mind—if you apply based on your income eligibility, you’ll need to include proof of income, such as recent pay stubs or tax forms, with your application. If you apply because you are currently enrolled in another assistance program, you will need to provide proof of program participation along with your application.

Apply online
Go to the Austin CAP website, click “Apply Now,” and follow the steps to fill out and submit the form online.

Apply by mail
To apply by mail, you will need a paper application. You can find one on the City of Austin website or download and print the paper application here:

Once completed, mail it along with any required documents to:

Request an application by mail
To request a paper application be sent to you in the mail, call 855-319-6630 to request a paper application be sent to your home. You must then fill it out and mail it to the CAP office (address above).

To have a CAP agent contact you and help you through the Utility Bill Discount application, complete this CAP request form and an agent will reach out and help you through the process.
