The Idaho Telephone Service Assistance Program helps low-income households in Idaho lower the cost of phone service. It gives a monthly discount on either a landline or cell phone plan. The program can help with installation costs or monthly service fees. Many people who qualify for ITSAP may also get extra savings through the federal Lifeline program.

Do I qualify for the Idaho Telephone Service Assistance Program?

There are certain eligibility rules for ITSAP. You may qualify if you meet these rules:

  • You live in Idaho
  • You have phone service in your name with a provider that participates in ITSAP
  • Your household income is at or below 135% of the Federal Poverty Level
  • You or someone in your household is enrolled in one of these programs:
    • Supplemental Nutrition Assistance Program (SNAP)
    • Medicaid
    • Supplemental Security Income (SSI)
    • Temporary Assistance for Needy Families (TANF)

How do I apply?

To apply for the Idaho Telephone Service Assistance Program, you will need to:

  1. Contact your telephone provider and tell them you want to apply for ITSAP. The provider must be part of the program.
  2. Show proof of your household income or proof that you take part in one of the qualifying programs.

Your provider will process your application and, if you are approved, the discount will be applied to your phone bill.
