Am I eligible for the Pennsylvania Retired Citizens Vehicle Registration Discount?

To get the Pennsylvania Retired Citizens Vehicle Registration Discount, you must meet certain requirements. These include:

  • You must live in Pennsylvania.
  • You must be retired and getting Social Security, Supplemental Security Income (SSI), or other retirement payments like a pension or annuity.
  • Your total income must be $29,906 or less.
  • You must be the main driver of the vehicle, unless you can’t drive because of a physical or mental condition.
  • The vehicle must be a car or a light truck that weighs 9,000 pounds or less.

How do I apply?

You can apply for the Pennsylvania Retired Citizens Vehicle Registration Discount online, by mail, or in person. Simply choose the option that works best for you.

Apply Online

To apply online, you will need to fill out the paper Retired Persons Processing Fee Application. After filling it out, take a clear photo or scan the form and upload it to your computer.

Then, go to PennDOT’s Online Retired Status Rate Vehicle Registration page. On the right side, enter your title number and plate number to log in.

Once you’re logged in:

  • Fill out the online Vehicle Registration Renewal form
  • Upload and attach your completed Retired Persons Processing Fee Application
  • Pay the processing fee with a debit or credit card

Apply by Mail

To apply by mail, you’ll need a paper application. You can get one at your local DMV office or download and print it from the link below:

Fill out the form and mail it to your local PennDOT office. Find the address of your PennDOT office. Be sure to include a check or money order for the processing fee, made out to the Pennsylvania Department of Transportation.

The processing fee is:

  • $11 for registrations that expire before July 2025
  • $12 for registrations that expire July 2025 or later

Apply in Person

To apply in person for the Retired Citizens Vehicle Registration Discount:

  1. Download and print the Retired Persons Processing Fee Application, fill it out, and bring it—along with a check or money order payable to the Pennsylvania Department of Transportation—to your nearest PennDOT office.
  2. Or, you can pick up and fill out the application at the nearest PennDOT office.

Note: Call your local PennDOT office before you go to confirm they can print the form for you and let you complete it on site.
