The Pennsylvania FAIR Plan, also known as the Insurance Placement Facility of Pennsylvania, is a program that offers basic property insurance to people who can’t get it through regular insurance companies. In Pennsylvania, the FAIR Plan is managed by an association of insurance companies that sell property insurance in the state.

What kind of insurance can I get from the FAIR Plan?

Through the Pennsylvania FAIR Plan, you can apply for two main types of insurance:

• Dwelling fire policy (for homes): This type of coverage is meant for houses or buildings that may not qualify for standard homeowners’ insurance. It can apply to rental homes, vacant properties, or older houses with risk factors. It usually covers damage caused by fire, lightning, wind, hail, vandalism, or similar events. The policy protects the structure itself, but coverage for personal belongings or liability may only be available if you add it on.

• Commercial property policy (for businesses): This coverage protects business buildings and what’s inside them—such as equipment, furniture, or inventory. It can help pay for repairs or replacements after damage from fire, storms, theft, or other covered events. Some policies may also help replace lost income if your business has to temporarily close because of the damage.

Who can get help from this program?

You may qualify for Pennsylvania FAIR Plan insurance if your home or other property is considered high risk. That could mean:

  • Your property is in an area prone to severe weather.
  • The neighborhood has higher crime rates, such as frequent vandalism or break-ins.
  • The building is very old or has outdated, unsafe systems (like old wiring or plumbing).
  • least two insurance companies have already denied you coverage.
  • You have a history of multiple, especially large, insurance claims.

How do I apply for this program?

To get insurance coverage through the Pennsylvania FAIR Plan, you must apply. There are several ways to submit an application:

To apply online, visit the PA Fair Plan website. You will need to either sign into your account or create an account if you are a new user. Once logged in, you can complete and submit your application online.

By mail

To apply for the PA Fair Plan by mail, you will need a paper application. You can download and print the application here:
