If you live in Oregon and have had trouble getting homeowners or property insurance, the Oregon Fair Access to Insurance Requirements (FAIR) Plan may be able to help. This program gives people a way to get basic property insurance coverage when regular insurance companies won’t insure their home or business—often because it’s considered “high risk.”
The FAIR Plan is managed by the Oregon FAIR Plan Association (OFPA) and helps ensure that homeowners have access to essential protection for their property.
What kind of insurance can I get from the Oregon FAIR Plan?
You can apply for three basic types of insurance through the Oregon FAIR Plan:

Farm Dwellings & Appurtenant Structures (for farming and other on-site structures)

Commercial policy (for businesses)
OFPA provides basic property insurance to help protect houses or buildings you own. These policies cover standard risks such as fire; windstorm; hail; explosion; riot or civil commotion; aircraft or vehicle damage; smoke; volcanic eruption; and vandalism or malicious mischief (VMM).
OFPA can insure various types of property, including tenant- and owner-occupied homes, personal belongings, farm buildings, tools, harvested crops, apartment buildings, and commercial buildings with their contents. However, OFPA does not offer personal article floaters for valuables like jewelry or coin collections, and it does not provide personal liability or theft coverage.
Who can get help from this program?
To qualify for Oregon’s FAIR Plan insurance, you must reside in Oregon and you must be denied by two standard insurance companies before being eligible to apply. Insurance denial typically happens when your property is considered ‘high risk’. High risk could mean:

It’s located in an area or condition where insurance companies may refuse coverage due to risks, such as older construction, prior claims, or severe weather exposure.

The neighborhood has high crime, including break-ins or vandalism.

The property is very old and has old wiring or plumbing that can be unsafe.
How do I apply for this program?
To apply for the Oregon FAIR Plan, you need to work with a licensed insurance agent who will submit the application for you. You cannot apply directly—all applications must be sent in by a licensed agent.
