DFSS’ Senior Services serves as the Area Agency on Aging (AAA) for the city of Chicago. It is one of 13 AAAs charged with the responsibility of coordinating and planning aging services within the State of Illinois. The AAAs are a part of a national aging and disability network comprised of local, state, and national organizations and committed advocates working to support older adults and people with disabilities.
This guide serves as your starting point for exploring the many programs and resources available by and through DFSS Senior Services.
Find What You Need:
- Adult Protective Services: The Adult Protective Services Program (APS) helps those who are at risk of abuse aged 60 and older and adults age 18-59 with disabilities living in Chicago’s communities. APS caseworkers investigate reports of abuse, neglect, exploitation, and self-neglect.
- To report suspected abuse, neglect, exploitation and self-neglect of an adult age 60 or older or a person with disabilities age 18-59 call the statewide, 24-hour Adult Protective Services Hotline: 1 (866) 800-1409.
- Caregiver & Dementia Education, Support and Resources: Discover resources that assist caregivers of older adults, persons with dementia, and older caregivers caring for children under age 18 and/or adults aged 18-59 with disabilities
- Congregate Dining Program (Golden Diners Program): The Congregate Dining Program provides nutritious meals and social interaction for older adults in 50 group settings across Chicago.
- Enhanced Organizational Support: What’s in your Closet? and Buried in Treasures Programs – These programs are designed to empower older adults overwhelmed by clutter and collecting. This program provides guidance and peer support in making decisions about what items to keep, donate, and discard.
- Legal Services: Free Legal services and assistance is available for older Chicagoans aged 60+. From consultation to legal representation, Senior Services’ legal support program can help you!
- Ombudsman Services: The City of Chicago has a dedicated team that represents individuals who live in long-term and residential care facilities (including skilled nursing, assisted living, supportive living, shelter care, and other specialized facilities). If you have concerns about the care or services received by an older adult or an individual with disabilities aged 18-59 who lives in a long-term or residential care setting, you can contact an Ombudsman for assistance at:

- Illinois Ombudsman Helpline: Call the Illinois Ombudsman office directly at 1 (800) 252-8966.
- Resources for Aging at Home: DFSS Senior Services provides information and referrals to programs that support independence and assist you with remaining in your community. Programs and services include the Home Delivered Meals program, chore assistance, the Community Care Program, in-home support, and more. - Senior Center Community Hubs: Want to stay connected to the community and learn new things? Explore our vibrant network of senior centers offering social activities, educational programs, and fitness classes.
- Transportation Supports: Maintaining your independence often relies on getting around town. This guide details accessible public transportation options, paratransit services, and ride-sharing programs. It also provides details on how to access city sticker and license plates discounts reserved for older adults. - Medicare Counseling Services & Cost Savings Programs: A range of programs provide cost-saving opportunities and preventive services for Medicare beneficiaries. These can help with monthly Medicare and Drug costs too!
